Towing Carrier Permit:

Businesses that tow motor vehicles for-hire must obtain a Towing Carrier Permit from the PUC.

Interstate motor carriers must also register in the Unified Carrier Registration Agreement (UCR).

Insurance filing requirements: Motor Vehicle Liability – Form E; Cargo – Form H; Garage Keepers Liability (if vehicle storage is provided) – Colorado Form 14.

Fees: One-time application fee – $150; annual vehicle identification fee varies year to year.

Subject to rate regulation and prior authorization for non-consensual tows.
