Under the Federal Meat Inspection Act, the Poultry Products Inspection Act, and the Egg Products Inspection Act, FSIS inspects all meat, poultry, and egg products sold in interstate commerce and reinspects imported products, to ensure that they meet U.S. food safety standards.
Under the FSIS rule on Pathogen Reduction and Hazard Analysis and Critical Control Point (HACCP) systems, each meat and poultry plant must develop and implement a written plan for meeting its sanitation responsibilities and develop and implement a HACCP plan that systematically addresses all significant hazards associated with its products. In addition, all slaughter plants must regularly test for generic E. coli to verify their procedures for preventing and reducing fecal contamination–the main source of bacteria that cause human foodborne illness. Raw products from slaughter plants and plants that grind meat and poultry are subject to Salmonella testing by FSIS.
Submit a building blueprint for approval. Apply for approval of labels. Apply for grant of inspection.
Need permit from state or county covering sewage and removal of inedible products.

The Colorado Department of Agriculture (CDA) enforces the Colorado Custom Processing of Meat Law to promote safe and sanitary meat processing and proper facility construction. Hunters and ranchers paying for processing services depend on safe and sanitary custom processor operations in properly built facilities.

The CDA Meat Program licenses and inspects custom exempt meat processing facilities. Custom processors slaughter animals and/or process meat that is not sold. Custom processors are inspected by the CDA and are exempt from routine inspection by the USDA. The license type depends on the custom processing done: domestic and/or wild game; wild game only; mobile livestock slaughter.

License: Custom exempt processors must license yearly (July thru June).
