| COMMUNITY CLINIC and COMMUNITY CLINIC WITH EMERGENCY CENTER - a health institution planned, organized, operated, and maintained to provide basic community facilities and services for the diagnosis and treatment of individuals requiring out-patient and emergency care, including in-patient accommodations for emergency care. A community clinic must maintain regular working hours. Community clinics with emergency centers are to be open twenty-four hours a day, seven days a week. In order to obtain a state trauma system designation, a clinic must be licensed as a community clinic with emergency center. |
| All community clinics and emergency centers shall be licensed and shall conform to applicable sections of standards for hospitals and health care facilities, except as modified. |

| The Division, under the direction of the Health Care Financing Administration (HCFA), also determines eligibility of the facility for Medicare and Medicaid reimbursement certification. Contact HFD for further information is you wish your facility to be eligible. |
| RURAL HEALTH CLINIC: To be licensed as a Rural Health Clinic, a clinic must be located in a rural area designated as a staff shortage area. The area must be designated by the Bureau of the Census as non-urbanized and by the Secretary of Health and Human Services as short of personal health services or primary medical care manpower. Under the law, the clinic must employ either a physician's assistant or a nurse practitioner; must make arrangements with a physician for medical direction, guidance, and supervision; and must make arrangements with a Medicare certified hospital for referral and admission of patients by the clinic.
